4. Dog Behavior Is Individual and Unpredictable

Dogs are living animals whose behavior may be affected by many factors, including their health, pain, age, prior experiences, environment, genetics, training, socialization, emotional state, level of arousal, proximity to food or possessions, interactions with people or animals, and the circumstances occurring at a particular moment.

A dog’s previous behavior does not guarantee its future behavior. A dog that has never previously growled, snapped, bitten, scratched, lunged, or shown visible signs of distress may still do so.

The absence of growling, barking, avoidance, or other warning behavior does not establish that a dog is comfortable or safe. A familiar dog, family dog, therapy dog, assistance dog, trained dog, small dog, or dog described as friendly may still cause an injury.

No website, video, educational program, behavioral description, safety rule, screening method, supervision practice, training method, professional opinion, or other resource can predict or prevent every dog bite or dog-related injury.

CCBS and Be BiteSmart℠ do not represent or guarantee that following their educational information will prevent a dog from growling, snapping, biting, scratching, lunging, knocking a person down, or otherwise causing injury.

5. Adult Responsibility and Supervision

Parents, guardians, caregivers, canine caregivers, teachers, and other responsible adults remain responsible for supervising children and managing interactions between children and dogs.

Infants and young children should not be left alone with a dog, including a familiar family dog. The presence of an adult, however, does not by itself eliminate risk. Adults must remain attentive to the child, the dog, the environment, and changes in the interaction.

Educational materials intended for children should be introduced, explained, and reinforced by a responsible adult. A child’s ability to repeat a safety rule, recognize an illustration, identify a colored safety bubble, or answer a question correctly does not establish that the child can reliably recognize danger or safely manage an actual interaction with a dog.

Children should not be instructed or encouraged to approach, touch, restrain, provoke, frighten, climb on, sit on, hug, kiss, stare at, remove an object from, or otherwise interact with a dog for the purpose of testing whether the dog is safe or demonstrating a safety lesson.

CCBS and Be BiteSmart℠ educational exercises should never be recreated using a live dog when doing so could place a child, adult, or animal at risk.

6. Illustrations, Animations, Videos, and Safety Bubbles

Illustrations, animations, photographs, videos, demonstrations, characters, scenarios, and colored safety bubbles used by Be BiteSmart℠ are educational tools. They simplify complex information so that safety concepts can be introduced and discussed.

These materials are not diagnostic tools and cannot depict every expression, posture, signal, circumstance, or sequence of behavior that may occur during an actual interaction.

A dog may display signals differently from a dog shown in an illustration or video. Signals may be subtle, brief, combined with other behaviors, or absent altogether. A person should not assume that a dog is safe merely because the dog does not resemble an example shown in a Be BiteSmart℠ resource.

Green, yellow and red bubbles or other visual categories are teaching devices. They do not constitute a professional behavioral assessment, guarantee a particular level of safety, or replace active adult supervision and appropriate management.

7. Injuries and Emergencies

Anyone who has been bitten, scratched, knocked down, or otherwise injured by a dog should obtain appropriate medical advice or care. Concerns involving infection, bleeding, facial injury, head or neck injury, possible rabies exposure, tetanus protection, or any other medical issue should be directed promptly to a qualified healthcare provider.

In a medical emergency, call 911 in the United States or the applicable local emergency number.

CCBS and Be BiteSmart℠ websites, educational resources, AI-assisted tools, email accounts, social media accounts, and other communications are not monitored or operated as emergency services. Do not use them to request emergency assistance.

Dog bites and other animal-related incidents may be subject to local reporting, public-health, animal-control, or legal requirements. Appropriate local authorities or qualified professionals should be consulted when necessary.

8. Behavioral and Veterinary Concerns

A sudden or significant change in a dog’s behavior may be associated with pain, illness, fear, stress, environmental changes, or other factors requiring professional evaluation.

Anyone concerned about a particular dog’s health or behavior should consult a veterinarian or other appropriately qualified professional. Serious behavioral concerns, including aggression, biting, snapping, threatening behavior, or escalating fear, may require consultation with a veterinarian and a qualified animal-behavior professional.

CCBS and Be BiteSmart℠ information should not be used to diagnose a dog, determine that a dog is safe, select a treatment plan, or decide whether a particular dog should remain in or be removed from a household.

9. Information Concerning a Particular Child
